Keeping Nebraska Local: NRD Flood Control and Recreation
The NRD system is unique to Nebraska. No other state has a system of Natural Resources Districts, arranged around watershed boundaries, governed by locally elected boards, with taxing authority to provide flood protection and many other services that improve the quality of life in their districts. The local governance and funding mechanisms make it possible for NRDs to plan, pay for and build levies and dams, and to designate floodplain and watershed areas to channel flood waters through population centers as safely and quickly as possible. They also play a central role in bringing municipalities, the Army Corps of Engineers, environmental groups, landowners and other stakeholders to the table to address concerns and gain consensus in planning and building these projects.
