Lower Platte South NRD Board Appoints New Director For Subdistrict 5

LINCOLN, Nebraska – The Lower Platte South Natural Resources District (LPSNRD) Board of Directors held their monthly board meeting to discuss and consider several items including reports from various subcommittees.

Greg Osborn was appointed as the new Director for Subdistrict 5 replacing Stacie Sinclair. Greg previously served as an LPSNRD Director for twelve years and maintains an interest in serving the public. Greg is actively involved in several community organizations and currently serves as the Wyuka Cemetery Facilities Director managing historic assets, projects, and fundraising. Additionally, Greg has experience as a small business owner working with budgets, contracts, and interlocal agreements.

The LPSNRD Board of Directors is currently holding budget discussions for FY25 and opened the floor for public discussion. The Board continually strives to maintain a low levy while still meeting the LPSNRD mission and goals. The public has another opportunity to provide input at the August 14th, 2024 public hearing in addition to various subcommittee meetings.

In other business, the Board:

  • Approved the financial reports from July 1, 2023 through May 30, 2024.
  • Approved a License Agreement for Private Crossing for agricultural purposes on the Oak Creek Trail.
  • Approved an Agreement with the Nebraska Trails Foundation to submit an Active Transportation Infrastructure Investment Program grant for the feasibility of a rail with trail from Lincoln to Valparaiso.
  • Approved a cost-share for 50% of a local match requirement for the Village of Cedar Creek’s Recreational Trails Program grant (not to exceed $25,000).
  • Approved lowest bid by Tim Sisco Construction for Harshman Road Structure Rehabilitation Project ($33,736.80).
  • Approved Agreements between LPSNRD and Cass and Seward Counties as well as the City of Lincoln for the use of digital map products for portions of LPSNRD.
  • Approved two summer surface water quality BMP cost-share applications totaling $30,315.
  • Approved the Cooperative Assistance Agreement between LPSNRD and Nebraska Land Trust that allows for an additional three-year District commitment in the amount of $30,000/year beginning in FY25

Lastly, the Board approved the start of the voluntary Integrated Management Plan update to be consistent with the controls found in the Basin-wide Plan.
